Acton Neighbourhood Plan
The Acton Neighbourhood Development Plan (NDP) is being prepared by their parish council and local community. When complete, it will be used to help guide and shape future development in the plan's area.
Reg 16 Submission consultation (23 Oct to 6 Dec 2023)
The Acton NDP was submitted in September 2023 and has now been approved for publication and subsequent examination.
Written comments are being invited on this Plan and accompanying documents in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012 (as amended).
The consultation period runs from Monday 23 October until 4:00pm on Wednesday 6 December 2023.
A list of the submitted documents appears below. See also our Public Notice which summarises how to respond.
• A Map identifying the NDP Area
• The submission draft Acton NDP 2022 – 2037
• A Consultation Statement
• A Basic Conditions Statement
• A Housing Needs Assessment Report (AECOM, Oct 2022)
• A Design Guidelines & Codes Report (AECOM, Aug 2023)
• An Acton Data Profile (June 2023)
• Copies of the SEA and HRA Screening Reports and Determination Notices (see under Previous Stages section below)
An assessment on how this NDP meets the basic conditions will be undertaken by an Independent Examiner. Our initial check suggests that the relevant requirements have been met at this stage. View the Regulation 15 Checklist.
Submitting your comments
Alternatively, you can post your comments to:
Acton NP Consultation, c/o Spatial Planning Policy Team
Babergh & Mid Suffolk District Councils,
8 Russell Road,
Ipswich, IP1 2BX
All responses must be received before the consultation deadline. They cannot be treated as confidential and, with the exception of personal details, will be published on this webpage at the end of the consultation period. As part of your response, you can also state if you wish to be notified if and when this NDP is adopted by Babergh District Council.
What can I comment on at this stage?
At this stage you can comment on the submitted plan and its policies.
It is important to remember that the examiner will only be able to recommend changes to the NDP that are necessary to ensure that it meets the Basic Conditions. Therefore, you should consider whether the Plan meets those. The submitted Basic Conditions Statement sets out how the Parish Council considers they have met these tests.
I commented on this plan at an earlier stage. Do I need to repeat those comments?
Issues raised in response to the pre-submission consultation should be referred to in the Consultation Statement. As a result, the Examiner will be aware of these - so you do not need to repeat them.
However, if changes have been made to the NDP that raise new issues or affect the points you made previously, you might want to send in a further comment. All comments made at this stage will be sent on to the Examiner.
What happens next?
At the end of this consultation period all duly made representations will be sent to the independent examiner. It will be down to them to decide how they wish to proceed. Typically, they will rely upon the written representations, but they could call a public hearing if it is beneficial to do so.
SEA/HRA screening and determination (May 2023)
