Quartet Villages Neighbourhood Plan
The Parish Councils of Higham, Holton St Mary, Raydon, and Stratford St Mary have agreed to work together to prepare a joint Neighbourhood Development Plan (NDP). Collectively, this project will be known as the 'Quartet Villages Neighbourhood Plan'.
When complete, it is intended that this plan will be used to help guide and shape future development across the whole plan area.

Reg 05 Area Designation consultation (1 Sept - 16 Oct 2026)
An application has been submitted to Babergh District Council to designate the area to be covered by this multi-parish neighbourhood plan. It follows the existing parish boundaries.
The Neighbourhood Planning (General) Regulations (2012) (as amended) require that, in circumstances such as this, we must first consult on the area proposal before reaching a decision.
At this time, we are only seeking views on whether the area being proposed is appropriate or not for the purpose of preparing this NDP. This is not the time to submit detailed comments relating to other planning issues within the proposed area.
