Postal and proxy voting changes

Changes to postal and proxy voting came into force on 31 October 2023, and will apply to all elections in England, including UK parliament general elections, by-elections and Police and Crime Commissioner elections.

The changes include:

• A requirement for voters to reapply for a postal vote after three years.
• The introduction of an online absent voting application process. 
• A limit on the number of people someone can act as a proxy for.
• The need to prove identity when applying to vote by post and by proxy.

A new government system is now available to allow voters to apply for postal or proxy vote online. The application process now requires voters to provide their National Insurance number, as well as their signature.

Voters who are unable to prove their identity by providing documentary evidence, will now have the option to ask someone they know to confirm their identity.

Voters who hold a postal vote before 31 October 2023 will not need to reapply before 31 January 2026.
 
Under the new legislation voters will be able to act as a proxy for up to two people living in UK elections where the changes apply.

Applications for a postal and proxy vote can still be made by completing an application form and posting to Electoral Services, Babergh and Mid Suffolk District Councils, Endeavour House, 8 Russell Road, Ipswich, IP1 2BX.
