Our Plan for Babergh
In January 2024, our Plan for Babergh was agreed at Full Council.
The Plan sets out the priorities we will deliver from 2023 to 2027:
Our Delivery Plan brings together the priorities of Our Plan for Babergh along with all the functions of the council to ensure we can deliver the services for our communities. This plan sets out our missions to deliver this:
Customers
Our refreshed Customer Service Strategy sets out our priorities in ensuring that our customers are at the heart of everything we do.
Housing
Our Joint Housing and Homes Strategy sets out our ongoing commitment to meeting and addressing housing challenges across the districts.
Homelessness reduction and rough sleeping
Our Joint Homelessness Reduction and Rough Sleeping Strategy sets out our vision to end rough sleeping within our districts.
Tenant engagement
Our Tenant Engagement Strategy sets out how we will engage with, and empower, residents via our housing function as their landlord - and defines tenant engagement principles and roles.
Communities
Our Communities Strategy establishes how we can deliver a coordinated and consistent approach to our leadership - and make use of all resources available - so that those who live and work within the districts feel valued, understood and connected within their community.
Wellbeing
Our Wellbeing Strategy sets out how we will:
- enable families to lead active, healthy, safe, independent lives - and manage their own health and wellbeing
- create sustainable places and spaces which maximise health and wellbeing opportunities
- reduce health inequalities
Leisure, sport and physical activity
Our Leisure, Sport and Physical Activity Strategy sets out how we will support the delivery of sport and physical activity services.
Environment
Carbon reduction management
Our Carbon Management Reduction Plan sets out to achieve net zero carbon emissions for Babergh and Mid-Suffolk Councils by 2030. In doing so we will enhance the quality of life and well-being for our residents and provide a sustainable economy for businesses.
Biodiversity action
Our Biodiversity Action Plan sets out how we aim to protect and strengthen plant life and local wildlife in the districts.
Sustainable travel
We have developed:
which set out our commitment to helping our residents and visitors make sustainable journeys.
Parking
Our Parking Strategy outlines both on-street and off-street parking provision for the next 20 years.
Economy
We approved a new economic strategy in January 2025.
The strategy sets out our vision and priorities.
Our vision is to create a prosperous, resilient and sustainable future.
The strategy also highlights the economic strengths of our districts. It identifies opportunities and barriers to growth. And it outlines actions required to support clean, inclusive and productive growth.
We have identified 5 key opportunities to focus on.
These opportunities are:
- Clean Growth
- Circular Economy & Supply Chains
- Enabling Infrastructure
- Food & Drink Sector
- Freeports
We have also identified three fundamental pillars for developing a thriving economy.
These pillars are:
- People: developing a skilled and adaptable workforce that meets the needs of our economy
- Prosperity: developing an environment where businesses can thrive, innovate and grow. We also want to help our businesses to be resilient, clean and productive
- Place: understanding the impact of the rurality of the districts. We also want to ensure access to utilities. And to support our town centres to be attractive and sustainable
Our Economic Strategy delivers sustainable, inclusive growth focused on people, prosperity and place while ensuring we work within sustainable resources and maximise our positive impact on the planet.

Our evidence base
